Who created the flag of Mexico?

The 24 of February of 1821, all the parties that were fighting in the Mexican War of Independence, joined forces to form the Army of the Three Guarantees as proposed by the Plan of Iguala, created by Agustín de Iturbide, declaring in this way and officially to Mexico as an independent country and the flag was a symbol of it.
